IGBO 2008 Annual Tournament Rules
Please Note: IGBO 2008 rules were adjusted in October 2007 to match the current IGBO Annual Tournament Rules established as of Denver 2007 General Membership meeting. This means rule deviations from Atlanta's bid presentation in 2006 are no longer valid or necessary. IGBO 2008 is 100% compliant with current IGBO P & P Annual rule set. Sanctioning
- The IGBO Annual Tournament is an USBC certified tournament and maintains a Moral Support Sanction for non-members of USBC. In part, the Moral Support Sanction permits the use of FIQ-recognized sanctioned league averages and tournament scores to determine a bowlers entering average for the tournament. All participants are subject to the USBC rules and jurisdiction for the event. The tournament is a mixed handicap competition open to men and women by invitation only. (05/04)
- All participants must be a member of IGBO or qualify under the Moral Support Certification. If the participant is not a member of USBC he or she must pay the appropriate participation fee to be eligible for USBC awards. (05/04)
- If the participant is not a member of IGBO, in any of its membership classes, he or she must become an IGBO Associate member and pay the appropriate Associate membership fee. The participant shall have the opportunity to apply for Associate Membership at the time of registration. (05/04)
Event Participation
- The tournament events shall be handicap events and are as follows: Singles, Doubles and Team. Optional Individual Scratch Divisions will also be offered.
- Each participant shall bowl three (3) games per event and must enter all three events. Teams will consist of four (4) members comprising any combination of men and women. Men and women will compete on an equal basis. Doubles partners must come from the same team.
- Each participant may bowl only once in each event.
- A professional bowler that is not a current rostered IGBO league or organizational member, with a minimum of 21 games, may not bowl in the Annual Tournament. Only one (1) professional bowler per team will be allowed. A Professional Bowler is defined as any person who has been a “card-carrying� member of a professional bowling organization within the past twelve months preceding the IGBO Annual Tournament. -(05/04)
- Employees of bowling centers being used by the Host City [Atlanta, GA] who are non-IGBO league members shall not be permitted to participate in the IGBO Annual Tournament. -(05/03)
Optional Scratch Division
- At least one optional scratch event will be offered to all participants using a minimum of five (5) divisions as determined by entering average (see Rule 18). The Host City [Atlanta, GA] shall offer an Optional Scratch Event and/or a Scratch Masters Event. (05/03)
- The Optional Scratch shall use the scratch scores (without handicap) from the handicap portion of the tournament to determine winners. The optional scratch shall be divided into three separate categories within each division: Highest single scratch game (from any of the events); highest scratch three game series (from any of the events); and highest scratch all events (from the nine game total from all three events).
- The Scratch Masters shall be round-robin format of the highest eight scratch all-events bowlers from each division. In case of a tie for the eighth place, the bowler with the highest three game series from any event will be the eighth bowler. The round robin format shall consist of seven matches and one position round, with thirty bonus points being awarded to the winner of each match (fifteen for a tie). The Host City [Atlanta, GA] will add a stepladder final after the round-robin and position round, consisting of the highest four bowlers from the eight games with bonus points. All previous scores are dropped, and the stepladder format will consist of three matches: fourth place bowls third place; the winner advances to bowl second place; and the winner advances to bowl first place for the title. No bonus points are used, and scores are dropped after each match. In the event of a tie, a ninth and tenth frame roll-off will take place to determine the winner of each match. (05/00)

- Scores used for the Optional Scratch Divisions shall be those Scratch games (without handicap) as bowled in the Handicap Division of the tournament.
The Optional Scratch Divisions are as follows:
Division A: averages 200 and above
Division B: averages 199 to 180
Division C: averages 179 to 160
Division D: averages 159 to 140
Division E: averages 139 and under -(05/00)(05/03)
Awards and Prizes
- All cash awards shall be based on the Total Pins PLUS assigned handicap for each event (with exception of the Optional Scratch Divisions).
- Awards will be given, in the Handicap Division, for the best Singles, Doubles, Team Individual All Events and Team All Events. Individual All Events is defined as the nine game total plus handicap of an individual bowler. Team All Events is defined as the nine game total plus handicap of the four (4) members of the same team who actually bowled the team event. In the event that any member of the team does not bowl the nine games, that team will be ineligible for the Team All Events recognition.
- The award ratio for the Handicap Division shall be at a minimum of at least 1:10.
- Awards in the Optional Scratch Divisions shall be given for the Best Single Game (from any of the events), Best Three (3) Game Series (from any of the events), and Best All Events (nine game total).
- The award ratio for the Optional Scratch Divisions shall be at a minimum of at least 1:20 per division.
- Prizes will be distributed via check payable in US currency within thirty (30) days of the completion of the tournament, barring any protests. A tie in any position will result in the sum of the prizes being aggregated for the tied positions and divided equally by the number of ties for that placing. Prize funds will be based on 100% participation.
- 100% of the prize fund from each division in the Optional Scratch Divisions shall be returned to that division
Entering Averages
- Any bowler entering the IGBO Annual Tournament must establish a ten-pin average acceptable to USBC. The following rules shall be used to determine the entering average:
- The highest league average as of December 31, 2007 with a minimum of 21 games. If competing in more than one league, the bowler MUST submit the HIGHEST AVERAGE of all leagues bowled.(11/06)
- If none of the above is available, use 2006-2007 highest book average (minimum 21 games).
- If none of the above is available, use the highest 2007 final summer league average (minimum 21 games).
- If none of the above is available, a current season average (minimum 21 games) as of April 1, 2007 will be accepted.
- Non-certified bowlers shall use a minimum average of 130 and shall be required to submit all league averages and tournament scores for possible average adjustment.
- If none of the above is available, then the entering average shall be 225.
- The above averages MUST be verified by the use of:
- League standing sheet, signed and dated by League Officer, or
- Letter from League President or Secretary, or
- Photocopy of book average (with year noted), signed and dated by League Officer.
- Averages from “Sports Condition” leagues are not acceptable at any time. (11/06 –Ref. Section 6.5 (D), IGBO P&P)
- The handicap for the tournament shall be based at 90% of the difference between the bowler’s entering average (as determined above) and a scratch score of 225. Negative handicaps shall NOT apply. (11/03)
- The tournament management has the authority to adjust the entering average of any bowler. Average adjustments will be applied as set forth under USBC rules. All average adjustments will be completed prior to the start of each event. A bowler unwilling to accept an average adjustment is entitled to a full refund.
- USBC rules regarding the BOWLER'S responsibility to verify the accuracy of his/her entering average, whether submitted by the bowler, the team captain, or other, applies to all bowlers. Failure to use proper average shall disqualify scores if the submitted average is lower than the actual average, thereby resulting in a lower classification or more handicap. Prize winnings shall be based on the higher average if it is higher than the entering average.
Average Adjustment
- 22. If a bowler has a [current] minimum 21-game [one-year tournament] average that is one or more pins higher than their entering average for this tournament, they must use the higher tournament average. (11/06)
Attendance and Substitutes
- It is solely and entirely the bowler’s responsibility to be present at the assigned lanes at the time of bowling. Each bowler shall have the total responsibility to arrive in time to bowl. Mechanical failures, transportation irregularities, improper directions and related reasons DO NOT alter the application of Rules 24 and 25 below (USBC rules will apply).
- Complete doubles and team entrants must be present for bowling each event. If a team member is not present the team may use an authorized substitute (Rule 26). If no substitute is available, a zero score will be used for the missing bowler or bowlers.
- Late bowlers will begin bowling in the frame in which they are ready, with prior frames being scored as zero. No practice balls will be allowed late bowlers.
- Substitutes may bowl at the discretion of the tournament director(s). Their entering averages must comply with the rules previously stated. Substitutes must complete an entry form.
- Bowlers will be allowed two (2) practice balls on each lane per event.
Entry Requirements
- The entry fee is payable in US funds ONLY BY MONEY ORDER (Manual/Mail-in Registration Process only), CERTIFIED CHECK (Manual/Mail-in Registration Process only) OR, CREDIT CARD (Online Registration process only), made payable to IGBO 2008 TOURNAMENT. CASH AND PERSONAL CHECKS WILL NOT BE ACCEPTED!! An additional fee is required to enter the Optional Scratch Divisions. All manually completed/printed entries are to be mailed “CERTIFIED, RETURN RECEIPT REQUESTED”, or comparable international postage regulations. ALL PRINTED/MANUAL ENTRIES MUST BE POSTMARKED NO LATER THAN the entry deadline (May 7, 2008). ALL ONLINE ENTRIES MUST BE SUBMITTED AND PAID IN FULL VIA CREDIT CARD NO LATER THAN the entry deadline (Midnight, May 7, 2008). The Entry Deadline shall be set at exactly TWO WEEKS prior to the start of the IGBO Annual Tournament. (05/03)
- Entries shall be limited to a maximum. Once this maximum (896) has been reached, no more entries can be accepted. Entrants’ acceptance will be based on the order in which received. Once an entry has been accepted, NO refunds will be issued, except as stated above in Rule 24.
- Partial team entries will be accepted and the tournament director(s) will make every effort to fill vacancies.
Scoring Errors
- After a score has been recorded, it cannot be changed unless there has been an obvious error in scoring or calculation. Obvious errors must be corrected by a tournament official immediately upon discovery. Questionable errors must be reported to a tournament official within two (2) hours of the error, and will be decided by tournament management. (USBC rule 328) (04/05)
Protests
- Protest and appeals must be in writing, stating the grounds for the protest or appeal.
- A protest involving eligibility or playing rules must be filed with the tournament management before tournament prizes are paid.
- The decision of the tournament management shall be final unless a written appeal is filed with the local association or USBC headquarters prior to tournament prizes being paid. Upon notification of a protest or appeal, tournament management must withhold all affected prizes until the protest or appeal is resolved. - All other USBC rules will apply.
- Any person attending and requiring special needs MUST notify the tournament director(s) in writing.
- The team captain MUST sign the entry form acknowledging he/she has read the rules.
Atlanta Scratch Masters Event Rules and Regulations
These rules are in addition to the IGBO standard rules set fourth above. They further describe Scratch Masters registration, practice, game play, and awards.
This event will be bowled on Sunday morning at Brunswick Zone-Norcross. Tournament bowlers will qualify for this event based on total scratch pins accumulated during singles, doubles, and team event. All events must be bowled by end of day Saturday to be eligible for Scratch Masters.
Established IGBO scratch divisions will be used with the following fee breakdown:
- Division A: averages 200 and above $50 entry fee
- Division B: averages 199 to 180 $40 entry fee
- Division C: averages 179 to 160 $35 entry fee
- Division D: averages 159 to 140 $30 entry fee
- Division E: averages 139 and under $25 entry fee
- A Scratch Masters Event will be offered in addition to the regular IGBO Bowling Tournament and is open to both men and women.
- This event is an optional choice offered to all participants with the divisions and entries determined by the individuals entering average (divisions defined above).
- The Tournament Directors shall use the same average for the overall tournament to place bowlers in their respective Scratch Masters divisions.
- The nine )9) best all-events scratch scores from the IGBO 2008 Annual Tournament shall be used to determine the eight (8) qualifiers and two (2) alternates from each division's competition. Scores will not carry over. In case of a tie for the last position, the highest three game series from the IGBO regular tournament will determine the qualifier. If a tie still exists, a tenth frame roll-off will determine the final qualifier.
- The eight (8) qualifiers from each division will bowl one match game against each of the other seven qualifiers (round-robin style) and one position match in their division. The winner of each match will receive a 30-pin bonus (added to their winning score). The loser will receive zero bonus pins. In case of a tie, each bowler will receive 15 bonus pins. The top four (4) qualifiers after the eight games will proceed to a step ladder pro-style roll-off. The fourth place qualifier will bowl the third place qualifier. That winner will bowl the second place qualifier, and the winner of that match will bowl the first place qualifier in their respective divisions. In the event of a tie for the fourth place qualifying position, and during the step-ladder finals, a 9th and 10th frame roll-off will determine the winner.
- Lane assignments will be given to each bowler at the time of check-in.
- Any claims of error must be submitted before the start of the next match. In case of an error in the final match, those claims must be submitted within one hour of completion of the final match.
- Bowlers will be allowed five (5) minutes of practice before the first match only. No open bowling will be allowed prior to the start of the Scratch Masters Event. The final four qualifiers waiting to bowl in the step ladder roll-off will be allowed to warm up on a non-adjacent pair of lanes.
- The Scratch Masters payout will be 100% of the entry fees by division, less lineage fees and trophy expenses.
- This event is scheduled at Brunswick Zone-Norcross and starts promptly at 9 AM, Sunday May 25, 2008. Qualified Bowlers (NOT representatives of the bowlers) must check by 8:30 AM at Brunswick Zone-Norcross. Any bowler not checked in by that time will be disqualified with an alternate taking his/her place. Once checked in, bowlers are not permitted to leave the bowling center prior to the official start time of the event (9 AM). Please note: IGBO Hotel to Bowling Center shuttle transportation will NOT be provided for the Scratch Masters event on Sunday, May 25, 2008. If you choose to participate, please make your own transportation plans in case you qualify.
- Scores bowled during the Scratch Masters Event will not be used to calculate the All-Events category for the IGBO Annual 2008 Tournament.
- Entry fees for the Scratch Masters event must be submitted before rolling the first ball in the IGBO Annual 2008 Tournament.
Atlanta Women's Optional Event Rules and Regulations
These rules are in addition to the IGBO standard rules set fourth above. They further describe registation, practice, game play, and awards.
- This additional, optional event is open to women only.
- The entry fee is $20. Entry fee for the Women's Optional event must be submitted before rolling the first ball in the IGBO Annual 2008 Tournament.
- Prizes for individual all-events, high series and high games in both handicap and scratch will be awarded based on Singles, Doubles and Team event scores using the following divisions:
- Division WA: Averages 171 and higher
- Division WB: Averages 170-151
- Division WC: Averages 150 and lower
- The Women's Optional payout will be 100% of the entry fees collected for this event. No trophies will be provided for this event. Payout ratio will not be less than 1:10.
- Scores bowled for all nine regular Handicap IGBO 2008 Annual Tournament events be used to calculate Women's Optional event winners and their pay outs.
ALL IGBO Annual Bowlers - Code of Conduct
The following statement will be presented to each bowler at registation check-in during tournament. Each bowler must acknowledging he/she has read the rules, initial the statement below, and sign Registration checkin sheet before they can partipcate in IGBO 2008.
- Good Sportsmanship is expected at all times. All bowlers and registered guests shall dress and behave appropriately during each tournament event and at each hosted venue (bowling center(s), host hotel, etc.) obeying all Local, State and Federal laws. Any behavior deemed unacceptable by a Tournament Official will be referred to the IGBO Board of Directors for possible disciplinary review and action. Such actions may include IMMEDIATE expulsion from the tournament and further disciplinary action from the IGBO organization.
